The Legal Services Council monitors the overall operation of the Legal Profession Uniform Framework and is responsible for making Uniform Rules. The Council can issue guidelines and directions about the exercise of functions by local authorities (except about complaints and professional discipline, as this one of the Commissioner's functions).

The Council consists of seven members drawn from participating jurisdictions and appointed by the Attorney-General of Victoria, the Attorney General of the host jurisdiction for the Uniform Law.
